Van emissions & zero-emission rules
Understand the van emissions rules and zero-emission targets businesses need to consider when choosing and operating commercial vehicles.
Zero Emission Vehicle mandate
The UK Vehicle Emissions Trading Scheme sets annual targets for the proportion of manufacturers’ new van registrations that must be zero emission. The van target is 24% for 2026, rising to 34% in 2027, 46% in 2028, 58% in 2029 and 70% in 2030.
These are manufacturer registration targets rather than a rule requiring every business to replace its existing diesel van by those dates. Availability, pricing and model choice will continue to change as manufacturers work towards the targets.
Clean-air zones and local rules
Businesses operating in cities should check the rules that apply to each journey. Clean-air and low-emission charging schemes are set locally and can differ by vehicle type, emissions standard and location.
Heavier zero-emission vans
From 1 June 2026, UK rules changed for certain zero-emission goods vehicles between 3.5 and 4.25 tonnes. Depending on use and configuration, specific drivers’ hours, tachograph, testing or licensing provisions can differ from conventional vehicles. Operators should check the current DVSA/GOV.UK rules for their exact use case.
What to consider when choosing your next van
- Daily mileage, charging access and payload requirements.
- Whether the vehicle regularly enters charging or clean-air zones.
- Whole-life cost, tax treatment and available finance rather than fuel type alone.
- Payload changes caused by batteries, conversions or optional equipment.
- Manufacturer warranty, servicing and expected replacement cycle.
